The Country Programme Advisory Team (CPAT) was established by the Federal Government of Nigeria and the International Fund for Agricultural Development (IFAD) to provide technical and financial management advisory services and support to all ongoing IFAD – assisted projects in Nigeria for improved impact and efficiency.
The justification for this special unit was based on lessons learned and identified gaps from the previous IFAD assisted projects. The advisory and support services cover financial management and procurement, as well as crosscutting areas i.e., Environment and climate change, gender and youth mainstreaming, monitoring and evaluation, knowledge management and communication, financial inclusion, nutrition and food security and liaison services. The CPAT work through the Projects Coordinating Unit of the Federal Ministry of Agriculture and Food Security and in liaison with the IFAD Country Office.

CPAT works through the Projects Coordinating Unit (PCU) of the Federal Ministry of Agriculture and Food Security and collaborates closely with the IFAD Country Office.
All ongoing IFAD-assisted agricultural and rural development projects in Nigeria receive technical and financial advisory support from CPAT.
By providing specialized advisory services, capacity building, oversight, and coordination, CPAT helps projects adopt best practices, reduce operational gaps, and achieve better development outcomes.
CPAT mainly provides technical and financial management advisory support. Actual project funding comes directly from IFAD and the Federal Government, not from CPAT.
CPAT has strengthened coordination, improved financial and procurement management, and enhanced the overall effectiveness of IFAD-assisted projects by addressing systemic gaps and promoting good practices.
